There are a total of 32 Notorious Marks in Final Fantasy 16. Defeating them will get you the “Hunter, Hunted” trophy. Here are the locations.
Notorious Mark #1: Ahriman. You will encounter this hunt automatically during the “Release” chapter.
Notorious Mark #2: The Angel of Death / Aruna. Found in Sanbreque > Northreach during/after the “Bloodlines” chapter.
Notorious Mark #3: Belphegor. Found in Rosaria > Eastpool during/after the “Bloodlines” chapter.
Notorious Mark #4: Dozmare. Found in Sanbreque > Lostwing during the “Blacksmith’s Blues” side quest. This side quest will be available during/after the “Here Be Monsters” chapter.
Notorious Mark #5: Sekhret. Found in Rosaria > Martha’s Rest during/after the “After The Storm” chapter.
Notorious Mark #6: Severian. Found in Rosaria > Martha’s Rest during the “After The Storm” chapter.
Notorious Mark #7: Muddy Murder / Flan Prince. Found in Rosaria > Hawk’s Cry Cliff during/after “Bolts From The Blue” chapter.
Notorious Mark #8: A Hill to Die On / Fastitocalon. Found in Dhalmekia > The Velkroy Desert during/after the “Riddle Of The Sand” chapter.
Notorious Mark #9: Soul Stingers. Found in Dhalmekia > Dravozd during/after "the “Out Of The Shadow” chapter.
Notorious Mark #10: Grimalkin. Found in Dhalmekia > The Jaw during/after the “Out Of The Shadow” chapter.
Notorious Mark #11: The Nine of Knives. Found in Dhalmekia > The Jaw during/after the “Out Of The Shadow” chapter.
Notorious Mark #12: The Breaker of Worlds / Atlas. Found in Rosaria > Martha’s Rest during the “Out Of The Shadow” chapter.
Notorious Mark #13: Bomb King. Found in Sanbreque > The Dragon Aery during the “Weird Science” side quest. This side quest will become available during/after the “Out Of The Shadow” chapter.
Notorious Mark #14: The Ten of Clubs. Found in Dhalmekia > The Jaw during/after the “Things Fall Apart” chapter.
Notorious Mark #15: The Mageth Brothers. Found in Rosaria > Port Isolde during/after the “Things Fall Apart” chapter.
Notorious Mark #16: Ruin Reawakened / Svarog. Found in Sanbreque > Caer Norvent Glorieuse Gate during/after the “Things Fall Apart” chapter.
Notorious Mark #17: The Pack. Found in Dhalmekia > Tabor during/after the “Cloak And Dagger” chapter.
Notorious Mark #18: The Man in Black / Holy Trumpitour. Found in Sanbreque > Lostwing during/after the Cloak And Dagger chapter. Go to the location shown on the map below and take the underground path to the end to find the hunt target.

Notorious Mark #20: Carrot. Found in Rosaria > Three Reeds during the “Please Sir, Can I Have Some Morbol” side quest. This side quest will become available during/after the “A Song Of Hope” chapter.
Notorious Mark #21: The Tricephalic Terror / Gorgimera. Found in Dhalmekia > The Dalimil Inn during/after the “Across The Narrow” chapter.
Notorious Mark #22: Pandemonium. Found in Waloed > The Shadow Coast during/after the “Footfalls In Ash” chapter.
Notorious Mark #23: Gobermouch. Found in Waloed > Eistla during/after the “Brotherhood” chapter.
Notorious Mark #24: Agni. Found in Waloed > The Edge Of Infinity during/after the “Brotherhood” chapter.
Notorious Mark #25: Bygul. Found in Waloed > Ravenwit Walls during/after the “Brotherhood” chapter.
Notorious Mark #26: The Blood Moon / Terminus. Found in Sanbreque > The Dragon’s Aery during/after the “Brotherhood” chapter.
Notorious Mark #27: Usher to the Underworld / Thanatos. Found in Dhalmekia > The Gilded Path during/after the “Brotherhood” chapter.
Notorious Mark #28: Kuza Beast. Found during the “Nobody’s Tool” side quest. Just follow the quest markers to come across this hunt. This side quest will be available during the “Back To Their Origin” chapter.
Notorious Mark #29: The Wailing Banshee / Gizamaluk. Found in Waloed > Vidargraes after finishing the “An Inconvenient Truth” side quest in the “Back To Their Origin” chapter.
Notorious Mark #30: The Masterless Marauder / Behemoth King. Found in Waloed > Vidargraes after finishing the “Nobody’s Tool” side quest in the “Back To Their Origin” chapter.
Notorious Mark #31: The Grim Reaper / Prince of Death. Found in Sanbreque > Northreach after finishing the “Under New Management II” side quest during the “Back To Their Origin” chapter.
Notorious Mark #32: Knight of the Splendent Heart. Found in Sanbreque > Royal Meadows after finishing the “Under New Management II” side quest. This side quest will become available during the “Back To Their Origin” chapter.
