To get the Tactical Pistol you will first have to get the Tactical Pistol Schematics. Note that even if you miss this location you will be able to find them in multiple places later in the game.
You can find the Tactical Pistol in chapter 6. About halfway through the chapter, you will get to a big area with heavy machinery and a lot of blind enemies. In this room go behind the machines on the left side to find the schematics for the tactical pistol o the bench. Next time you go to an upgrade station you will be able to purchase the weapon.
