This side quest can be accepted during standby phase 9 while playing through Kasane's Story, you can accept this quest in Seiran City.
The best place to do this quest is Kikuchiba - Sub Level Underground Facility, once there go to the location below to find multiple Kitchen Rummy enemies.
Remember to get the last hits with intercept, you can perform an intercept by doing a perfect dodge and then pressing R2 to through the projectile back.
