To finish the Ancient Power Unearthed side quest, just follow these steps.
First, get the Raw Ore from the chest in the southern part of Lower City.
Now, just take the ore to the Kaheva The Blacksmith in Lower City to finish the quest and get the Shield Of Mithra amulet as a reward.
