To get the Legendary Pokemon Kyogre, follow these steps.
First, talk to Snacksworth at the Entrance of the Indigo Disk after finishing the DLC’s main story. He will then ask you to finish BBQ Quests in exchange for legendary Pokemon treats (the order will be random). Eventually, he will give you the Kyogre Treat.
Once you have the treat, you can find Kyogre in the North Pladean Sea close to the north-west corner of the map.
