To get the Outrage TM you will first have to defeat 5 trainers in North Province (Area Two). Starting from the pokemon center, go south east to find the first trainer. Then turn around and go west to find the second trainer close to the waterfall. The next trainer can be found by climbing up the wall to the left of the waterfall.
To find the 4th trainer, jump back down to where the 2nd trainer was, then continue north to find a trainer next to a small rock. The final trainer can be found a little past the previous one on the left (just before you leave the area).
Once you have defeated the 5 trainers, return to the pokemon center to get the Outrage TM from the NPC.
