Evolving Charcadet is not as simple as leveling him/her up. Also depending on which version of the game you have. First you will have to get 10 Sinistea chips or 10 Bronzor fragments (Sinistea chips if you have Violet & Bronzor fragments if you have Scarlet). You can find Sinisteas next to Alfornada & Bronzors in the ruins to the south west of Levincia.
Once you have the chips or fragements talk to the NPC next to the fountain in Zapapico. Trading the 10 items will give you an armour piece (Auspicious Armour if you have Violet and Malicious Armour if you have Scarlet). Then you will just have to use the armour on Charcadet for him/her to evolve.
