To get the Earthquake TM you will have to first defeat the 5 trainers in Asado desert. The first one can be found on your left as soon as you enter the desert from Cascarrafa. For the 2nd trainer can be found to the west of the first. The 3rd trainer can be found by sticking to the massive rock on your left. Just go around it until you find the next trainer. For the next trainer, go west from the previous trainer and stick to the left of the big rock until you see the trainer in front of you. The final trainer can be found next to the rock to the north of the previous one (check out the map below if you are having trouble finding any of them).

Once you have defeated the 5 trainers, talk to the NPC next to the Pokemon Center on the north side of Cascarrafa to get the Earthquake TM.
