Sadly if you are hoping to have your full team of Eevees to defeat the Pokemon League you are out of luck, since Eevee can only be obtained after obtaining the National dex in post game by defeating the Pokemon League and registering all 150 pokemon to the Sinnoh Dex and then talking to the professor in Sandgem Town.
Once we have the Natioal dex, getting Eevee is really simple and easy, all we have to do is go to Hearthome City and enter the house to the right of the pokemon center, here we will find Bebe, talk to her to get your free Eevee!
After getting your Eevee you can get more by breeding, there is however another way to get Eevee, if you go to the Pokemon Mansion in route 212 and talk to the npc in the first door in the right hall, each day he will tell his assistant to bring new pokemon to the Trophy Garden, one of those pokemon is Eevee, so make sure you check each day since those pokemon will now be available in the garden everyday from now on!
