There are a total of 4 Rubber Ducks that can be found in Little Kitty, Big City. Taking them all to the pond will get you the “Rub-A-Dub-Dub” achievement.
Here are the locations of all 4.
Rubber Duck #1. In plain sight near some cones on the main path as you exit the eastmost area of the map.
Rubber Duck #2. Near the pond in the middle of the map (THIS IS THE POND WHERE YOU HAVE TO LEAVE THE DUCKS).
Rubber Duck #3. Found in the store above the counter.
Rubber Duck #4. Found on the rooftops near the minigolf. You can get there by climbing on the truck on the road to the west of the pond, then continue up past the fans until you get to the top.
