Legion Plugs are used to purchase new Legion Arms at the machine next to Venigni at the hotel. There are a total of 4 in the game (enough to buy all legion arms). Here are the locations…
Legion Plug #1. Found in Chapter 4 > St. Frangelico Cathdral Chapel. Go to the very top (where you have to jump over 2 gaps with spining wooden wheels) and go right before the gate with the elite enemy inside. Here you will find the switch that activates the shortcut to the start of the area. To the right of the switch drop down a few platforms to find a small hidden room with 2 enemies inside. Defeat the enemies and open the chest to find the Legion Plug.
Legion Plug #2. Found in Chapter 6 > Rosa Isabelle Street Entrance. Go down the main path until you enter the building with the exploding puppets. Here go into the room to the right of the window and drop down to the lower floor. Go past the room with the baby puppets and up the stairs to find the safe with the Legion Plug inside.
Legion Plug #3. Found in Chapter 7 > Grand Exhibition Gallery. Go through the level on the main path until you get to a room with a single cable car in the middle and a few enemies with machine guns. Here, look for some stairs in one of the corners of this area. Go up the stairs to find the chest behind an enemy.
Legion Plug #4. Found in Chapter 9 > Krat Central Station Lobby. Go down the main path until you go down a street with an elite enemy hitting a door. Defeat this enemy to get the final Legion Plug.
