You can accept this side quest in The Great Hall by talking to Garreth after finishing the house exclusive mission.
Once the quest has started, examine the witch statue near the bottom of the Grand Staircase (same level as the Foo Flame with the same name).
Once inside the dungeon you will have to use reparo on the lift. After that you will have to burn the spider webs with Incendio and use Accio and Levioso to move a few platforms (if you need a more visual guide, check out the video guide below).
